Horizon Drag Race Corporation first wanted to build a drag strip in Horizon City, and when that fell through it turned to El Paso. In mid-July 1965 the El Paso Public Service Board approved leasing 31 acres in northeast El Paso to Pan-American Raceway, Inc. for a drag strip, near McCombs Road two miles south of the New Mexico line. The rent was $1,488 a year, with an option to renew after five years. The strip appeared in a 1968 list of U.S. drag strips in the Swedish magazine Start & Strip, but no reports of races there have been found.
